POSITION SUMMARY
Under the direction of the Family Law Facilitator/Family Court Services Manager, The Family Court Services Counselor provides professional counseling and mediation services related to family law matters. The Counselor performs safety risk assessments, writes detailed reports and makes recommendations in custody and visitation matters.
Supervision Received and Exercised
Incumbents receive work assignments and report directly to the Family Law Facilitator/Family Court Services Manager.
Essential Duties include but are not necessarily limited to:
  • Conduct child custody recommending counseling sessions and mediation services in order to resolve child custody and visitation disputes; assist individuals in formulating parenting plans that are in the best interest of their child(ren).
  • Prepare parenting plans or detailed court reports with summary of issues, information obtained during counseling sessions and investigations, and recommendations that integrate an understanding of the laws relevant to family law; develops custody and visitation agreements; may be required to testify in court regarding same.
  • Completes risk assessments to rule out domestic violence, child abuse or any other safety, health or wealth concerns and refers parties to community resources.
  • Work closely with court staff.

Employment Standards
Minimum Qualifications
Education: A master's degree in psychology, social work, marriage, family and child counseling, or other behavioral science substantially related to marriage and family interpersonal relationships.

Experience:
At least two years of experience in counseling or psychotherapy, or both, preferably in a setting related to the areas of responsibility of the family conciliation court and with the ethnic population to be served.
Knowledge of the court System of California and the procedures used in family law cases.
Knowledge of other resources in the community that clients can be referred to for assistance.
Knowledge of adult psychopathology and the psychology of families.
Knowledge of child development, child abuse, clinical issues relating to children, the effects of divorce on children, the effects of domestic violence on children, and child custody research sufficient to enable a counselor to assess the mental health needs of children.
Training, continuing education, and experience requirements for court-connected mediators are specified in California Family Code sections 1815 and 1816 and California Rules of Court 5.210 (f).
Substitution: Additional experience for a portion of the education, or additional education for a portion of the experience may be evaluated for consideration.
Desirable Qualifications
  • Possession of a valid California State License in Marriage, Family Therapist, Licensed Clinical Social Worker, or licensed Psychologist.
  • Bilingual skills.

  • Establish rapport with families from a variety of cultural and socioeconomic backgrounds to maintain their confidence and cooperation in working toward a comprehensive parenting plan.
  • Use reasonable efforts and consider safety issues to reduce acrimony in the family, help the parties improve their communication skills, focus on the child's needs and areas of stability, and identify the family's strengths.
  • Communicate effectively both verbally and in writing within time limits.
  • Establish and maintain cooperative working relationships with the public, Court and County personnel, staff, and others.
  • Analyze situations accurately, develop a comprehensive parenting agreement or recommendation that addresses each child's current and future developmental needs.
  • Child development, child abuse, clinical issues relating to children, the effects of divorce on children, the effects of domestic violence on children, and child custody research sufficient to enable a counselor to assess the mental health needs of children.
  • Training in domestic violence issues, the nature and extent of domestic violence and its effects on the family and the legal rights of, and remedies available to victims.
  • Legal mandates and statewide standards related to Court-connected mediation and the scope and activities of public and private mediation services.
  • Applicable case law, California Family Code, Code of Civil Procedure, and local Court rules and other statutes relating to dissolution and mediation.
  • Legal terminology, legal forms, and document processing procedures specific to this office within the Court.
  • Court mediation theory and interviewing, settlement, and crisis intervention techniques appropriate for adults and children.
  • Principles, procedures, and techniques of marriage, family, and individual counseling and family systems including reunification.
  • Behavior disorders, mental disorders, substance abuse, domestic violence, child abuse and molestation.

Hearing and speaking are needed to listen effectively and to talk with individuals in person and by phone. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. The employee is frequently required to sit, stand, and move from place to place within the office. The employee is occasionally required to lift and/or move objects weighing up to twenty-five (25) pounds and reach for items above and below desk level. Lifting objects weighing in excess of twenty-five (25) pounds will require team lifting. The noise and traffic level in the work environment are similar to a busy business office.
Normal business hours: 8:00 a.m. to 5:00 p.m., Monday through Friday.
The classification is FLSA exempt.

Summary of Benefits - Professional Unit
Yolo Superior Court offers an excellent benefit package, described as follows:
CalPERs retirement plan: Specific benefit formula determined per California Public Employees Retirement System regulations.
Benefit Package: A bi-weekly benefit package, paid 24 times per year, is provided to purchase coverage for health, dental and vision with minimal or no cost (depending on the plans and level of coverage chosen). Any unused portion of the benefit package will be paid to the employee as taxable earnings.
Retirement Health Benefit: The Court offers a retirement health package for eligible Professional Unit staff with 7 years of continuous employment at the time of retirement from Yolo Superior Court.
Health Insurance: The Court offers multiple HMO and PPO health plans through CalPERS.
Dental and Vision: All employees participate in Dental and Vision insurance plans.
Deferred compensation plans: Court employees have access to deferred compensation plans.
Life and AD&D Insurance: The Court provides a $10,000 life insurance policy and a $10,000 accidental death and dismemberment policy for employees at no cost. Employees may purchase additional coverage for themselves and dependents.
Flexible Spending Account: Employees may establish a flexible spending account for qualifying medical or dependent care expenses.
Sick Leave: 96 hours per year (up to 8 hours per month) There is no cap on sick leave accrual. Unused sick leave may be converted to CalPERS service credit upon retirement.
Vacation Leave: New employees are granted 40 hours of vacation after 6 months of continuous employment, thereafter, the rate of accrual is up to 80 hours of vacation per year. The accrual increases to 120 hours after 3 years of employment. Vacation accrual rates increase with years of service. The vacation cap is 320 hours.
Vacation Buy Back: Employees in the Professional Unit may cash out up to 80 hours of vacation leave each fiscal year.
Floating Holidays/Admin. Leave: Additional leave benefits include up to 32 hours of floating holiday and 40 hours of admin leave per fiscal year.
Holidays: Fourteen paid Court Holidays per calendar year
Social Security, Medicare, and State Disability: All employees participate in Social Security, Medicare and State Disability Insurance.
Employee Assistance Program: Among many benefits, the EAP provides up to 6 confidential counseling sessions per incident per calendar year. It covers any member of your household and is paid for by the Court.
